Running OHS Compliance by Hand or by System: An Honest Comparison

Most South African businesses still run health and safety from a lever arch file: a hand system of printed registers, signed appointment letters and a risk assessment compiled at a point in time

This article compares the two ways South African employers actually run occupational health and safety compliance, the hand system and the computer system, with the risks and advantages of each stated plainly. A hand system is cheap, familiar and legally acceptable, but it fails in a specific and predictable way: it proves what your compliance looked like on the day it was filed, not what it looks like on the day the inspector arrives. Computer systems fix the reminders, the version control and the evidence trail, but they carry their own risks, and buying software is not the same as being compliant. The hand system: what it does well

Be fair to paper. A hand system costs almost nothing to start, needs no training, no password and no signal. It works in a power cut. Everyone from the newest employee to the oldest auditor knows how to page through a file. For a very small, single-site business whose risks rarely change, a disciplined paper file maintained by one conscientious person can pass an inspection. Nothing in the OHS Act requires a computer: the Act requires that the duties are met and that the employer can show it. [1]

  • A physical file an inspector can be handed on the spot.
  • Simplicity that suits a small, stable workplace.

The hand system: where it breaks

The weakness of a hand system is not that it is paper. It is that paper is static while compliance is not. Appointments expire, first aiders resign, certificates lapse, floor plans change, and a file has no way of telling you. The file does not ring. Every hand system therefore depends entirely on one person remembering, and that dependency is invisible until the person is on leave, or gone.

The failure modes are well documented. Paper records are vulnerable to loss, damage and tampering, and after a serious incident their integrity is exactly what regulators, insurers and courts scrutinise. [2][3] Single copies live in one place, so a fire, a flood or a moved office can erase years of evidence. Versions multiply: the risk assessment on site, the one at head office and the one the consultant last emailed are rarely the same document. And a point-in-time file ages from the day it is printed, which is why so many safety files are perfect for the audit and fiction by the following winter.

South African enforcement is moving in a direction that punishes exactly this. Blitz inspections now produce prohibition notices and arrests on the spot, and among the recurring findings is the employer who has a written policy but no evidence of a live system when the inspector asks. [4][5] Since 2025, everyday basics such as housekeeping and fire precaution and means of egress carry explicit criminal penalties under the amended General Safety Regulations. [6] Commentary on the coming OHS reform indicates a shift from written policy toward a formal, evidenced management system, with administrative penalties inspectors can issue directly; this is one commentator's reading and we mark it provisional, but the direction matches what inspectors already do in practice. [7] A missed Return of Earnings deadline now attracts an automatic 10 percent penalty plus interest and a lapsed Letter of Good Standing, which is precisely the kind of date a paper file will never surface for you. [8][9] ISO 45001 auditors have made the same turn internationally: they increasingly want evidence that a system operates, not that documents exist. [10]

The computer system: what it changes

A computer system replaces memory with structure. Expiry dates become reminders. Registers become live records with a history. The one true version of a document exists in one place, retrievable in seconds, with an audit trail showing who did what and when. Digital safety documentation is harder to lose, harder to backdate and faster to produce under scrutiny, and real-time status lets a business see a gap before an inspector does. [2][3][11]

The computer system's honest advantages:

  • Nothing expires silently: renewals, certificates and appointments surface themselves.
  • One version of the truth, with an evidence trail that survives scrutiny.
  • Status at a glance across sites, instead of paging through files.
  • Records that survive fire, flood, theft and staff turnover.

The computer system: its own risks

Credibility requires saying this part plainly. Software does not make you compliant, people using it do, and the market is full of businesses paying monthly for a system nobody opens. That is the paper problem digitised, at a higher price. The transition itself carries risk: the wrong tool, poor data capture and weak training produce a digital file as unreliable as the drawer it replaced. [12] Connectivity and power interruptions are a real South African consideration for any cloud tool. Data protection duties follow the records into the system, since staff records are personal information under POPIA. And subscription costs recur whether or not the system is used, so an unused platform is a standing loss rather than a one-off one.

There is also a subtler risk we would call software theatre: the belief that having bought a system, the compliance work is done. An inspector is not impressed by a licence; an inspector is impressed by a current register, a valid appointment and a dated risk assessment, wherever they live.

What the market offers

The South African market now offers a healthy range of self-service OHS and SHEQ software platforms, typically sold by subscription, covering incident tracking, document management, audits, training records and OHS Act or ISO 45001 alignment. [13][14][15] These are genuine tools, and for a business with an internal safety function they can work well. The honest limitation is in the sales model: you are buying software, and the discipline of operating it, loading it, and keeping it current remains entirely yours. The tool vendors themselves position these platforms as systems the customer runs.

What consultants do

The consulting market solves the opposite half of the problem. South African health and safety consultants compile and maintain safety files, draft legal appointments, run baseline and issue-based risk assessments, prepare businesses for Department of Employment and Labour inspections, and often work on monthly retainers, in some cases acting as an outsourced, registered safety officer. [16][17] This buys expertise and hands, and for complex or construction environments it is often essential. The honest limitations are cadence and residence: a consultant visits at intervals, so the file is as current as the last visit, and the knowledge of your compliance state tends to live with the consultant rather than with you. Between visits, the hand system problem quietly returns.
